You can expand your toolbar by selecting Bottom Right Bar in the Toolbars section of the Interface UI. You will notice that your default Experience Bar is divided into 10 sections. While you have this buff, you will double your experience gain from killing monsters. Rested Experience is a buff that you acquire from allowing your character to take a break. That is to say, when you kill a monster (enemy) you will get all of the experience that monster was worth added to your Experience Total. When you hover over it, the tool tip informs you that your current state is Normal and that you are gaining experience from killing monsters at a rate of 100%.

You will notice that as you earn Experience, your Experience Bar begins to fill with purple.
